In April, the media exposed dissemination of a large number of pirated Xinhua dictionaries at several rural primary and high schools in parts of Yunnan and Hubei provinces.

On April 2nd, SIPO issued the Notice on Implementation of Patent Navigation Pilot Project, which officially launched the program.

On April 2nd, Beijing Intellectual Property Office and Haidian District Government signed the Framework Agreement on Joint Promotion of Intellectual Property Projects for Core Areas . Under this agreement, the local governments would comprehensively enhance the integrated use of IP rights in core areas through construction of IP services streets and other means.


Judicial Adjudication
On April 22nd, the Supreme People’s Court issued a White Paper, 2012 China IPR Judicial Protection. It also published for the first time the top ten cases of judicial protection of IP rights and 50 model cases of 2012.

On April 24th, the National Defense IP Forum, sponsored by the Intellectual Property Office of the People's Liberation Army General Armaments Department, was held in Beijing.

On April 25th, the Patent Reexamination Board of SIPO held a meeting on cultural development and announced the Board’s first official emblem.

On April 25th, the National Copyright Administration and the Chinese Academy of Press and Publication jointly published the findings of 2010 Economic Contributions of Copyright-Related Industries. According to their findings, China’s copyright-related industries had maintained a steady growth.

From April 24th to 26th, the first China (Shanghai) International Technology Fair was jointly hosted by the Ministry of Commerce, the Ministry of Science and Technology, SIPO and the Shanghai Municipal Government.

In May, Qiaqia Food Co. received the final ruling from German Federal Supreme Court, which dismissed the request for a third-instance trial from German OKAI. So far, Qiaqia has won the final victory in the overseas trademark rights protection.

In May, the All China Patent Attorneys’ Association issued Notification of Underwriting Patent Agency Professional Liability Insurance, marking the formal launch of a demonstration project for blanket liability insurance for the national patent agency industry.

In May, the Shanghai Pudong IP Protection Association joined with more than 30 research communities, social service agencies and related groups to formally establish the Shanghai Intellectual Property Protection and Development Alliance.

In May, at the 113th Canton Fair, Guangdong Provincial Intellectual Property Bureau organized more than 50 patent enforcement officers from Guangzhou, Shenzhen, Zhuhai, Shantou and other areas to join the fair’s IP compliance center to help handle patent disputes.

In May, according to the 2012 Report of Intellectual Property of Forestry issued by the State Forestry Administration, China’s forestry sector had by the end of 2012 received 59,674 patents since the implementation of China’s patent law.

On May 6th, the Medium- and Long- Term (2012-2030) Plan on Infrastructure Construction for China’s Major Science and Technology Projects was released by the National Development and Reform Commission. The plan emphasized the need to strengthen the construction of major national scientific and technological infrastructure, and actively participate in international cooperation on IP rights.

On May 28th, a special public exhibit and auction of 30 bio-pharmaceutical patents, jointly held and co-sponsored by Tianjin Institute of Pharmaceutical Research and China Technology Exchange.

On June 17th China International Trademark & Brand Festival was opened in Dalian, Liaoning Province.


Copyright
On June 6th, the Capital Copyright Alliance was established in Beijing and was sponsored by more than 70 well-known Chinese institutions, including China Publishing Group, CCTV, Beijing TV, Baidu, Sina, Kingsoft and BGCTV.

In June, the Ministry of Industry and Information Technology issued Guidelines of Intellectual Property Management and Assessment for Industrial Enterprises, which set out the basic IP industry requirements for management, infrastructure management, operations management, evaluation and improvement for such enterprises, and the IP management of small and micro enterprises.
