Chinese IP Courts Accept 30,000 Cases
China’s intellectual property courts have accepted 30,309 cases in two years since their establishment, according to China-based IPR Action.
The IP courts are based in Beijing, Shanghai and Guangzhou, with the Beijing court formally opened in November 2014. This was followed by courts being established in Guangzhou and Shanghai in December 2014 and January 2015 respectively.
 
China’s State Intellectual Property Office (SIPO) also reported that the country is exploring the possibility of a new appeals court to handle patent disputes.
 
Wuxi Sees $1 Trillion from Creative Projects
As corporate creativity plays an increasingly predominant role in economic development, the city of Wuxi is determined to drive its economy to a new high through encouraging local companies to create intellectual property.
 
According to the Wuxi municipal science and technology bureau, 20 creative projects in the city's manufacturing and new industries won patent awards last year. The projects have brought nearly 8 trillion yuan ($1 trillion) to Wuxi in sales income.
 
During the first three quarters of 2016, more than 23,000 projects were licensed with IP rights from over 54,000 entries and more than 24,000 works applied for invention patents, making the city a leader in Jiangsu province for IP licensed projects.
 
Over 13,400 People Arrested for IPR Crimes Since 2014
More than 13,400 people in China were arrested for crimes related to intellectual property rights' (IPR) violations from January 2014 to November 2016, and over 24,400 people were prosecuted for violating IPR during the same period, the Supreme People's Procuratorate (SPP) announced.
 
According to the SPP, IPR violations in China mainly involve trademark infringements, which accounted over 90 percent of all IPR crimes nationwide in 2015.
 
Regions enjoying better economic performance reported a higher frequency of IPR violations, the SPP said, adding that people arrested in the Beijing-Tianjin region, Yangtze River Delta region and Pearl River Delta region accounted for 72 percent of the total in 2015.
 
China s IP Mortgage Financing in 2016 Reaches Over RMB 43.6 Billion
The gold content of Intellectual Property of China was obviously improved. In 2016, the patent mortgage financing reached over RMB 43.6 billion; the first collection of IP operating fund in every key industries was about RMB 4.28 billion; and enterprises carrying out Rules of Enterprises IPR Management reached about 18 thousand and many IPR demonstration enterprises and superior enterprises emerged.
 
China's R&D Spending Estimated to Reach 2.1% of GDP in 2016
China's investment in research and development (R&D) is expected to reach 1.54 trillion yuan (around 223 billion U.S. dollars) in 2016, accounting for 2.1% of GDP, according to Science and Technology Minister Wan Gang.
 
Last year's R&D expenditure was estimated to increase by 9% from 2015, with over 78% of the spending coming from enterprises, Wan announced at a national work conference on science and technology.
 
Wan said initial figures showed the value of technology transactions in China was anticipated to amount to more than 1.14 trillion yuan, and the scientific and technological progress contribution to the country's economic growth in 2016 had increased to 56.2%.
 
Both IP Development Quantity and Quality Indexes in China Rose in 2016
On January 19, the SIPO held a news conference in Beijing releasing the statistics and related situation of the major works in 2016. All indexes—both quantity and quality ones—of the intellectual property development in China rose.
 
The statistic shows that in 2016, there were 4,843 public patent applications filed by China in the “Belt and Road” countries (not including China), which increased 47.1% compared with the previous year. There were 18 countries to receive patent applications, which was three more compared with the previous year. The number of patent applications filed by the “Belt and Road” countries in China was 3,697, which increased 18.2% compared with the previous year.
 
Beijing Court Heard More Than 10 Thousand Cases in 2016
The Beijing Intellectual Property Court has heard more than 20,000 IP cases since its establishment in November 2014, according to a news conference held by the court. It heard 10,638 IP cases in 2016, a year-on-year increase of 15.74 percent. Compensation ruled by the court averaged 450,000 yuan ($65,015) for each case in 2015. Available statistics show patent infringement compensation averaged 1.41 million yuan last year, while trademark infringement compensation averaged 1.65 million yuan and copyright infringement compensation averaged 458,000 yuan.
 
Global Counterfeiting Impact to Hit $4.2 Trillion by 2022
The global impact of piracy and counterfeiting will hit $4.2 trillion by 2022, according to a report released at INTA’s 2017 Anticounterfeiting Conference in Hong Kong commissioned by the International Trademark Association (INTA).
 
Released on February 6, “The economic impacts of counterfeiting and piracy” analysed the scale of such infringement to identify and understand the size of the problem, in order to inform policymakers so they can target resources to combat the problems.
 
Taken together with estimates on the wider social and economic problems which could reach an estimated $1.9 trillion by 2022, the negative impacts are projected to drain $4.2 trillion from the economy and put 5.4 million legitimate jobs at risk.
 
Patents Evidence of China's Growth
China has reached new heights in patent filings, with more than 3.46 million applications filed in 2016, according to the State Intellectual Property Office.
 
Of these, more than 1.33 million filings were for invention patents, increasing 21.5 percent from a year earlier.
 
SIPO data shows that international patent applications filed via the Patent Cooperation Treaty from China surpassed 40,000 last year, showing Chinese businesses' growing aspirations to go global.
 
The country's valid invention patent inventory exceeded the 1-million benchmark last year, meaning for every 10,000 Chinese residents there are eight invention patents.
