Xi Jinping Highlights Punishment on IPR Infringements

President Xi Jinping delivered a keynote speech at the opening ceremony of the first China International Import Expo (CIIE) unveiled in Shanghai on November 5, 2018. Here is the highlight by Xi in terms of IPR: To create a world-class business environment, China will accelerate the introduction of foreign investment laws and regulations, improve open and transparent foreign-related legal system and fully deepen the implementation of pre-establishment national treatment plus a negative list system. China will respect international business practice and equally treat all enterprises registered in China without discrimination. China will protect the legal rights and interests of foreign-funded enterprises, resolutely impose punishment on violators of such rights and interests, especially IPRs in accordance with law, improve the quality and efficiency of IPR examination, and introduce punitive damage system to significantly increase the cost of breaking the law. There is no best but only better business environment. All countries should strive to improve their own business environment and solve their own problems, rather than blazing oneself and blaming others.
