MOF and CNIPA Jointly Promote the Building of IPR Operation Service System

On May 9, the Notice of the General Office of Ministry of Finance and the General Office of National Intellectual Property Administration of China (CNIPA) on Carrying Out the Work for Building the IPR Operation Service System in 2019 (hereinafter referred to as “the Notice”) was forwarded at the CNIPA website. It is identified in the Notice that both departments will continue with selection of several key cities (including districts and counties under the municipalities directly under the Central Government) with more innovation resource, leading influence and strong desire for IPR-support regional development, supporting the building of IPR operation service system. It is pointed out in the Notice that different provincial-level regions can recommend one local city for application. Those national IP model cities and cities with intensive trademark and GI resources can be considered for the first place and the cities specifically designated in the state plan will not take up the place of the province where the city is located. For those cities approved, 150 million to 200 million Yuan will be allocated by the central budget, so that these cities can support the building of IPR operational service system in a coordinated way, including reward instead of subsidy, service procurement by governments and equity investment.
