It was the 2th anniversary on June 5 for China to implement "The Outline of National Intellectual Property (IP) Strategy". It is learnt from State Intellectual Property Office (SIPO) that, in the two years, the implementation work of IP strategy made remarkable achievements by the active promotion of each region and department and the whole society's mutual efforts.

The work mechanism for the implementation of National IP Strategy was continuously consummated. In 2009, the departments totally constituted and revised 54 IP related laws and regulations and normative documents, promulgated 82 main policies and measures, carried out 24 law enforcement actions on IP protection and constructed 28 public service platforms.

The abilities of the main parts of market on IP creation and exertion were significantly improved. In 2009, the patent applications and authorizations accepted by China were 977,000 pieces and 582,000 pieces respectively, increased 17.9% and 41.2% compared with the previous year. The applications for trademark registration were 830,000 pieces, increased by 18.9% compared with the previous year. The registrations of copyright productions were 403,000 pieces, and the registrations of software copyrights were 71,000 pieces, increased by 44.6% compared with the previous year.

The IP protection work was continuously reinforced. The level of IP law enforcement was continuously enhanced when the laws and regulations involving patent, trademark, copyright and customs' protection were consummated. According to statistics, the public security departments totally investigated 1,624 IP cases in 2009; the procuratorial organs totally approved the arrests of 2,119 suspects in 1,256 IP infringing cases; the local courts totally charged against 30,509 IP civil cases for the first instance and 3,660 IP related criminal cases were adjudicated including 5,832 people of conviction; the industrial and commercial departments totally investigated 51,000 various trademark violation cases; the customs captured over 65,000 batches of products suspected of infringement.

Director of SIPO Tian Lipu expressed that, the implementation of National IP Strategy promoted the IP creation and exertion, enhanced the level of IP protection in China, created a favorable environment of encouraging innovation in the whole society, and provided powerful supports for the transform of economic development modes.

On June 5, 2008, China implemented "the Outline of National Intellectual Property Strategy", which defined to build China into a country with higher level of IP creation, exertion, protection and management in 2020, greatly increase the level of independent IPRs, significantly enhance the effect of IP exertion and improve the IP protection and widely advance the whole society's IP awareness in five years.
