International Seminar on IP protection of software, Dalian, 23 June 2010

IPR2 is supporting the 'International Seminar on Intellectual Property Protection of Software', for representatives of IT companies, government IP officials and private-sector service providers on IP issues related to software and service outsourcing with Europe.

With the increasingly close economic and trade relations between Europe and China, the trade in services in the development of IT solutions is also growing rapidly. The implementation of this seminar has been delegated by the Ministry of Commerce (MOFCOM) to the China Association of Trade in Services (CATIS), in cooperation with the Copyright Protection Centre of China (CPCC) and the Dalian Copyright Protection Association.

The fast development of China's software industry has led to a steady rise in software and service outsourcing. This increasingly active industry holds a large part of trade in services in China; and Dalian hosts an industry park from which hundreds of excellent enterprises have emerged in the international offshore outsourcing market.

The software and service outsourcing industry is knowledge-intensive, it involves state of the art technologies and it adds intellectual value to its products. Its success depends on the capacity of independent innovation of the enterprises, and on their protection and management of the related intellectual property rights.

The interventions of the European experts will focus on software copyright protection in Europe, outlining the laws and regulations in force and presenting in practice how European and Chinese enterprises can cooperate in software development and avoid the risk of infringing third party rights in Europe. The conceptual issue of what is protected by European courts and in what circumstances will highlight the critical relation between outsourcer and developer on liabilities to third parties and to customers, and be completed by practical guidelines / infringement case studies.

CATIS is a national non-profit organisation under the State Council, governed by MOFCOM and registered with the Ministry of Civil Affairs. It contributes to the development of China's service industries and trade in services. CPCC operates directly under the leadership of General Administration of Press and Publication (GAPP) and the National Copyright Administration of China (NCAC), and has an important role in helping to implement the copyright law, contributing to the management of the copyright administration system and assisting copyright holders to exercise their legal rights, promoting the creation and publicity of works and realising the purpose of the copyright legislation.

This follows previous co-operation between IPR2 and CATIS and CPCC in June 2009 in Dalian and Beijing with seminars aimed at enhancing the mutual understanding of intellectual property protection in the software and service outsourcing industry. Read more.
