China issues Medium and Long-term Talent Development Plan

Chinese government recently issued a Medium and Long-term Talent Development Plan (2010~2020) (hereinafter referred to as Talent Development Plan) which brought forward ten important policies including the general goal of talent development, the main task on talent team construction, the innovation of regime and mechanism and the implementation of IP right protection policies and 12 key talent programs including innovator promotion plan.
The plan was the first medium and long-term talent development plan in China. The general goal of China’s talent development till 2020 was cultivating a group of talents with reasonable structure and high quality, creating the comparative advantage of China in talent competitiveness, entering into the talent-rich countries and laying a talent foundation for the socialism modernization to be basically realized in the middle period of this century.
The main task of talent team construction in the Talent Development Plan was cultivating innovation-oriented talents, fostering specialists badly needed in key fields and planning the talent team construction as a whole. To promote talent team construction, the scale of professional technicians will be enlarged and the innovation capability of professional technicians will be raised, too. To meet the requirements of the construction of socialism modernization, China will cultivate a team of professional technicians with high quality. The nation will also set up continuous education system for professional technicians according to their expertise and tighten the implementation of knowledge renewal projects. China will reinforce the cultivation of the seven kinds of talents majoring in modern logistics, electronic commerce, law, consultation, accounting, industrial design, intellectual property rights, food safety and tourism. Meanwhile, the cultivation of traditional technical talents will be paid much attention. The social organizations of all kinds will be encouraged to cultivate professional technicians.
The Talent Development Plan listed “implementing IPR protection policy” as a key policy to foster talents. First, institute provisions on service technical achievements, consummate the mechanism on the ownership and benefit sharing of the intellectual property rights of S&T achievements and protect the rights and interests of the creators; second, nail down the rights and interests of service inventors and raise the proportion of benefit distribution to main inventors; third, work out benefit sharing measures for service inventors; fourth, establish assessment system for non-service inventions and enhance the support and management to non-service invention and creation; fifth, institute subsidy measures on supporting individual and SMEs’ invention and creation and encourage the creation of intellectual properties; sixth, strengthen the building of patented technology usage and transfer platforms; seventh, better the relevant measures on protecting ICH inheritors’ intellectual property rights; eighth, perfect IPR work system and reinforce IPR publicity and enforcement; ninth, build social credit system in favor of IPR protection; tenth, create a legal, market and cultural atmosphere for IPR protection, raise the capability in IPR creation, use, protection and management and advance international cooperation and communication.
Referring to “implementing supporting policies for entrepreneurs”, to boost the sound development of IPR pledge loan and loan for entrepreneurs, according to the Talent Development Plan, China will further better financial policies and the measures on using IP rights and technologies to invest in enterprises.
