A meeting for intellectual property office heads across China was held in Beijing in January, 2012. SIPO commissioner Tian Lipu, deputy commissioners Li Yuguang, He Hua, Yang Tiejun, Bao Hong and Gan Shaoning, as well as Xiao Xingwei, Discipline Inspection Group leader assigned by the Communist Party of China's Central Commission to SIPO, attended the meeting, at which Tian Lipu delivered a work report entitled "Further implementing intellectual property rights strategy to support the construction of an innovative country." This meeting was presided over by He Hua.

The meeting commended the country's groups and individuals for their outstanding contributions to the national patent system. Wu Yunhua, deputy head of the State Administration of Civil Service announced the Decision on Commending Groups and Individuals for Their Outstanding Contributions to the National Patent System, made by the Ministry of Human Resources and Social Security and SIPO. Wu Yunhua, along with SIPO commissioner and deputy commissioners, presented awards to those who represent their groups or individuals.
