The National Science and Technology Innovation Conference was conducted on July 6 and 7 in Beijing, the capital city of China. General Secretary of the CPC Central Committee, President of PRC, and Chairman of the CPC Central Military Commission Hu Jintao and Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council Wen Jiabao delivered important speeches.

Hu Jintao emphasized to carry out the strategy of invigorating China through science and education and the strategy of strengthening China through human resource development, thoroughly fulfill the state’s medium- and long-term scientific and technological development plan, raise indigenous innovative capability, promote the close linkage between science and technology and economic and social development, reform S&T regime, solve serious problems hindering S&T innovation, exert supporting role of science and technology in transferring economic development mode and adjusting economic structure and quicken the construction of national innovation system with the view to lay a solid foundation for the building of powerful country in science and technology.

President Hu put forward to optimize innovation environment, better policy measures to promote the transfer of S&T achievements, boost the integration of science and technology and finance, enhance IPR creation, use, protection and management and create thick atmosphere of talking about, loving, learning and using science.

Wen Jiabao pointed out that the central task of deepening S&T regime reform was to solve the integration issue between science and technology and economy, promote enterprises to become the main body of technology innovation and raise enterprises’ innovative ability. Enterprises’ innovative ability to a large extent decides the development of the economy in China. To raise enterprises’ innovative ability, Premier Wen put forward to create fair and open market environment and make all types of enterprises fairly get innovative resources. S&T SMEs have strong energy in innovation and governmental departments should create more favorable conditions for them. The country will also support enterprises to conduct international S&T cooperation and reinforce IPR protection and build standard IPR market.
