MOFCOM proposes to launch electronic commerce legislation to regulate network transaction and protection IPR

The Ministry of Commerce (MOFCOM) proposes to incorporate an electronic commerce law into the legislation agenda of the Standing Committee of the National People's Congress and launch it as soon as possible, according to the Financial and Economic Committee of the National People's Congress (FEC of NPC).During the 5th Session of the 11th National People's Congress, 60 NPC deputies including Zhou Xiaoguang propose two acts, suggesting setting up a network transaction law and an electronic commerce law.

Deputies said in their proposal there was no special department specializing in network transaction law. The current rules and regulations which are unclear in system and inadequate in content cannot satisfy the requirements of the rapid development of electronic commerce

MOFCOM held electronic commerce could cover network transaction. The electronic commerce law will help electronic commerce to ensure a rapid and healthy development, regulate network transaction, better protect consumers' rights and IPR, avoid transaction risks and define the duties of departments.
