IP protection efforts in Tibet

Competent authorities in Tibet, including the Autonomous Press and Publication Administration, have been fighting against intellectual property (IP) infringement and promoting software legitimization in a vigorous and effective way, as required by the national leading group on cracking down upon IP infringement and the production and distribution of fake and shoddy goods.

To name a few, an official plan to guide the efforts in combating IP infringement was formulated by the Autonomous Press and Publication Administration in 2012, introduced by Ma Zhide, deputy director of the Administration in an interview, which clearly stipulated the objectives and tasks to safeguard IP rights and set up concrete steps to improve IP-related working mechanism.

The Administration, working with trade associations and media agencies, urged to set up a "rectification and report" mechanism in publishing industry, encouraging publishers to eliminate violations and report what they've done to competent authorities.

Since the beginning of this year, concerted efforts made by press and publication related administrative departments have yielded a series of vigorous measures targeting key markets of photocopying industry, books, AV products, software and the Internet, where officials strengthened IP protection by handling IP infringement cases and handling the use of genuine software.

Concerning actions taken to protect IP rights in general, Ma noted since 2012 press and publication authorities at all levels in Tibet have been exploring new approaches to improve surveillance and administration, such as a shift in priorities from raids and seizures to tackling the problems at their roots, formulation of internal rules to regulate improper photocopying, and targeting offenses in new fields including the Internet and mobile network.
