IP heighted in Premier's working report

The Chinese government shall make further investment in basic research and development of technologies that are cutting-edge, generated for public welfare and are key generic ones of great significance, said Chinese Premier Li Keqiang, who also stressed on the need of a better public platform to provide technology-related services and an improved mechanism to implement important national science and technology projects.


He said these in his working report of the government at the second session of the 12th NPC on March 5, in which the protection and exploitation of intellectual property was highlighted when discussing the role of innovation in the optimization of economic structure.


The Premier emphasized the cultivation of intellectuals and talents in particular, urging to "further implement the talent development plan, coordinate major programs for nurturing and attracting talents, and encourage enterprises to set up a mechanism that links the salary of researchers to the market performance of their research to make their devotion justified".


He also made overall requirements to the government authorities in 2014 after a comprehensive and thorough review of their practice and performance in 2013, and one of ten priorities he set for government efforts this year was to support and lead economic structural improvement and upgrading through innovation.
