Zhang Qin Chats with Netizens on the Implementation of IP Strategy

At the first anniversary of the promulgation of National Intellectual Property Strategy Outline, Vice Commissioner of the State Intellectual Property Office Zhang Qin was invited to visit the site of national IP strategy on June 5.

Focusing on "fully carrying out national IP strategy and greatly boosting core competitiveness", Zhang had a talk with netizens online.

In response to issues of public concern, Zhang Qin summed up the measures taken and the results achieved by central and local government departments at all levels on how to carry out the "Outline" in past one year since it was promulgated and implemented, explained core contents of the "Outline" in combination with the current economic situation, and set forth the far-reaching effect of the implementation of IP strategy on China's economic and social development.

He stressed that the overall concept of IP strategy is, by means of improving intellectual property system, to build a mechanism and cultural environment conducive to the creation and use of knowledge resources and to promote the comprehensive ability of market subjects in the creation, use, protection and management of intellectual property rights, so as to support the construction of innovative country and well-off society. In short, we should promote the capacity via system perfection and push development on the basis of capacity perfection.

China is a large developing country with ability to innovate. China's intellectual property strategy was made by drawing lessons not only from developed countries such as the United States and Japan, but also from developing countries such as India and Brazil. By comparing IP strategies or systems all over the world, we combined own national conditions to work out China's intellectual property strategy, he added.
