On April 21, the "2008 China High-level Forum on Intellectual Property Rights Protection" raised the curtain at the Shanghai Pudong International Conference Center. This Forum's co-sponsors included; the Organizing Committee of the National IPR Week, Shanghai Municipal People's Government, Jiangsu Provincial People's Government, and the Zhejiang Provincial People's Government. Mr. Fu Shuangjian, Deputy Director of the State Administration for Industry and Commerce (SAIC), Mr. Yan Xiaohong, Vice Minister of the National Copyright Administration (NCA), Mr. Zheng Shaodong, Assistant to Minister of the Ministry of Public Security (MPS), Mr. Zhang Qin, Deputy Commissioner of the State Intellectual Property Office (SIPO), Ms. Zhao Wen, Deputy Mayor of Shanghai, Mr. Li Xiaomin, Vice Governor of Jiangsu, Mr. Francis Gurry, Deputy Director-general of the World Intellectual Property Organization (WIPO), attended the opening ceremony and delivered keynote speeches.

With the theme of "Innovation, Protection, and Development", the meeting focused on new situations and challenges faced by China's IPR protection. Discussions on the global relationship between IPR innovations, protection, and development were assembled, while striving for innovation and a new era in IPR protection.

Simultaneously, the 2008 China Forum on Criminal IPR Protection opened. The theme, "Development, Cooperation, and Innovation", enhanced the importance of widening attention, protection & innovation and promoting harmony in criminal IPR protection. The conference probed into the strategies and achievements of combating IPR crimes and advanced criminal IPR protection development internationally.
