2009/08/10

On August 6, the Second Beijing International Pharmaceutical & Chemical Intellectual Property Forum was held in Beijing, which was presided over by Vice Director of State Intellectual Property Office Gan Shaoning.

He Hua, also Vice Director of State Intellectual Property Office, attended the opening ceremony and delivered keynote speech on Carrying out National Intellectual Property Strategy and Promoting Industrial Core Competitiveness.

He expressed that, this forum gathers deputies from different countries and fields. And he hoped experts from home and abroad can further probe into pharmaceutical and chemical problems and countermeasures in front of China and the whole world, and share tactics and experiences in pharmaceutical and chemical IP field.

He continued to stress that, in the process of implementing industrial IPR strategy, we should pay more attention to the following aspects, namely, the two combinations with the need for national economic development and with the characteristics of industrial development, and the two relationships between governmental guidance and industrial self-development and between independent creation and reasonable introduction.

Whether the industrial IPR strategy is effective or not hinges on the presentation of strong industrial characteristics, which makes the implementation of national strategy successfully get into industrial development outline.

Many attendees made special topics on the newest development of China's IPR protection, the amendment of China's Patent Law and its Implementation Measures, cross-border IPR protection cases in pharmaceutical and chemical field, and relevant issues about the interpretation and contrast of laws and regulations and pharmaceutical and chemical IP strategies between China and foreign countries.

It is learnt that it is the second forum of this kind since the successful launch of the first forum in 2006. It is directed by SIPO and Ministry of Public Health, and co-hosted by China Intellectual Property Research Association, Patent Board of the China Intellectual Property Research Association, Chinese American Chemical Society and Division of Chemistry and Law under American Chemical Society.
