IPR2 and the National Copyright Administration of China (NCAC) together with industry groups will organise an international conference on the latest trends on the legal framework protecting copyrights and related rights.

The Copyright Law is a key element of the Chinese IP system and plays a prominent role in the guidelines of the National IP Strategy of China. In the context a possible revision of China’s Copyright Law, the conference will provide an opportunity to explore recent international trends addressing legal challenges faced by sector (music; film, television and broadcasting; software and online gaming; publishing and design) as well ad overall enforcement mechanisms.

The evolution of information technologies has had a significant impact on the environment in which creative industries operate. Protecting copyrights is particularly challenging: The development and enforcement of international and national laws and regulations governing copyrights needs to keep pace with the speed of this evolution. As the creative industry is increasingly developing channels for trading legitimate works over the internet, regulators aim to find a balance between copyright protection and access to information.

Close than 100 officials and industry representatives will share and discuss the legal framework on copyrights and related rights in this rapidly changing environment. The conference will offer a unique platform for copyright experts to exchange in-depth views and ideas on the challenges facing creative industries and right holders; and offer clarification to questions of high interest for the NCAC and to the European experts when interpreting the Copyright Law.

This conference builds on previous co-operation this year between IPR2 and NCAC, where Chinese and European copyright enforcement bodies shared their intelligence and best practices against on-line piracy with more than 140 representatives of local copyright offices, judiciary and academia. The NCAC, local Copyright office, under the General Administration of Press and Publications (GAPP) supports legislative and policy developments relative to the protection and enforcement of copyrights and related rights in China, and supervises local Copyright Bureaux in carrying their tasks of administering piracy cases.
