Recently, 2009 Symposium on IPR in National Foreign Capital Institutions, organized by State Intellectual Property Office (SIPO), was held in Chongqing. Related principal expressed at the symposium that China is much more decisive than ever in protecting intellectual property rights (IPR) and reinforces greatly corresponding law enforcement.

Government’s determination in IPR protection

In the past, foreign companies were unwilling to introduce their advanced technologies into China as their IPRs were frequently infringed. “They were concerned about the IPR protection environment in China,” said Zhang Wei’an, Chairman of Quality Brands Protection Committee (QBPC).

However, the situation is changed a lot now. “Chinese Government has made prominent achievements in IPR protection and anti-piracy,” said Gordon Hwang, Chairman of Management Committee in China for Tyco Electronics. They could feel the determination of Chinese government while cooperating with China.

China’s attitudes to IPR protection and achievements go father than ever before, said Chen Fuli, Director of IP office, Department of Treaty and Law, Ministry of Commerce.

Great achievements in fighting against infringements

Zhang Wei’an said, according to the questionnaire of this year, departments of police and customs are recognized as the most effective departments in fighting against infringements.

China is one of the few countries carrying out IPR protection in exporting. Customs have investigated and solved great deal of infringements and made positive effects in combating IPR infringements in exporting, said Deputy Director-General of Department of Policy and Legal Affair, General Administration of Customs. Since 2000, cases investigated and solved by customs across the country have increased by 30% annually.

Deputy Director of SIPO Gan Shaoning expressed that, although Chinese pubic awareness on IPRs is very weak, the country’s determination in IPR protection is stiff; Chinese Government realized sufficiently that, to protect IPRs is not only the fulfillment of commitments, but also the need of economic and social development and the realization of the innovative country.
