High technology powers provincial revitalization

Researchers at the laser communication lab at Harbin Institute of Technology, a university famous for pushing the frontiers of science in China.
The authorities of Heilongjiang are now viewing progress in science and technology as the major driving force in the province's economic and social development.
"The revitalization of Heilongjiang's economy should be based on progress in science and technology, which will offer strong support for our research and development and self innovation," said Ji Bingxuan, Party chief of Heilongjiang province.
In the first half of 2009, hi-tech industrial output value in Heilongjiang reached 157.51 billion yuan, increasing 44.1 billion yuan from a year ago and accounting for 13.6 percent of the province's gross domestic product (GDP). Last year, the hi-tech industrial output value only contributed 7.4 percent of the GDP.
High technologies are now widely used in such sectors as energy, modern equipment manufacturing, pharmaceuticals, food processing, new materials and bio-medicine.
"Indeed, hi-tech is playing an increasingly important role in revitalizing Heilongjiang's traditional industries and fostering emerging industries," said Ji.
The province has to date implemented 30 key science and technology projects, aiming to strengthen the innovation capacity of a wide range of industries.
The number of hi-tech enterprises now ranks Heilongjiang the first in northeast China.
The province saw 291 companies in 2008 and another 65 this year certified by the State as hi-tech enterprises.
