Recently, Ministry of Commerce, the Propaganda Department of the CPC Central Committee, Ministry of Finance, Ministry of Culture, the People's Bank of China, General Administration of Customs, State Administration of Taxation, State Administration of Radio Film and Television, General Administration of Press and Publication, and State Administration of Foreign Exchange jointly issued guidelines on further facilitating national key enterprises and in culture exporting and related work on project lists.

The guidelines pointed out the plans to encourage culture enterprises to develop creative products with independent intellectual property rights and expedite the cultivation for a batch of cultural trading brands of international competitiveness.

There are five parts in the guidelines including background and significance, goals for development, main tasks, institution and adjusting lists, and safeguard measures.

It is learnt that the 10 governmental departments also instituted "Guiding Lists on Culture Product and Service Exporting" and issued "Lists for National Key Enterprises in Culture Exporting" and "Lists for National Key Projects on Culture Exporting".
