SIPO Issued Key Points on Patent Examination 2010

Recently, the State Intellectual Property Office (SIPO) issued Key Points on Patent Examination 2010, which cleared the guidelines of patent examination work as: fully implement the scientific outlook on development; strengthen the constructions of management capacity, team and culture, basing on the social demand orientation and aiming to improve the examination efficiency and quality. SIPO would energetically strengthen the soft power that would support a strong administration so as to promote the coordination between the examination capacity and the overall national development requirements and its development level.

It is learned that SIPO's patent examination work in 2010 would be in line with the following guidance: develop comprehensively, manage meticulously, build up the team's capacity, serve according to the demand. The work will mainly focus on six aspects, including: further the study and setting up of the development plans and improving and adjusting the criteria, continue the effort on improving substantial examination quality, promote the coordination of service management, extend the basic capability-building, focus on demand-oriented public service examination, intensify the capacity-building of the examination team. Work in those six aspects will be further divided into 28 sub-categories. SIPO had assigned those 28 sub-categories of work to specific departments and made detailed action plan.

According to Key Points on Patent Examination 2010, SIPO would adhere to the idea of "openness" and continue to further the study on patent examination policy. The "twelfth five-year plan" on patent examination would be mapped out in a scientific manner to strength patent examination's connection to and integration with national economy, scientific development. SIPO would make great effort to promote and implement the revised Guidance for Patent Examination. In addition, SIPO would also actively respond to social needs and development needs of the patent examination. Management capacity in examination department, the overall development of qualified personnel and team culture would all be enhanced so as to continuously increase the management capacity of the examination service. At the same time, the service level of examination will be improved and support and guidance on key industries, industrial development and enterprise IPR would be enhanced.
