Great achievements resulted from the implementation of China's National IP Strategy

After three years of implementation, the Outline of China's National Intellectual Property Strategy now has a profound effect in driving domestic innovation, said He Hua, deputy commissioner of the State Intellectual Property Office (SIPO) in an interview on June 3.

According to statistics provide by He, last year, patent applications in China reached1.22 million last year, in which 290 thousand were domestic applications for invention patent, with a year-on-year increase of 27%; in the first four months this year, patent applications in China have increased by 48%. The data show that the innovation capacity in China has been greatly enhanced and the National Intellectual Property Strategy has been playing a supportive role in the transformation of economic growth mode, said He.

He also presented the achievements of the implementation of the Outline made in the past three years, which include the setup of an inter-ministerial joint meeting platform by 28 member institutions, the formulation of regional IP strategies or opinions on the implementation of the national strategy by 16 governmental departments, 25 provinces/autonomous regions/municipalities, the Production and Construction Corps of Xinjiang and 120 prefecture-level city cities as well as the issuance of more than 400 concrete measures in 2009 and 2010.

Following the Outline of the National Intellectual Property Strategy, which was promulgated by the State Council (the Cabinet) on June 5, 2008, China will develop into a country with great proficiency in the creation, utilization, protection and administration of intellectual properties by 2020. The Outline also sets a five-year goal, that is, to significantly promote indigenous innovation, IP utilization and protection and to greatly increase the IP awareness of the whole society, especially that of domestic market players.
