Beijing grassroots procuratorate established the first-ever IP office

Beijing Haidian District People's Procuratorate (Haidian Procuratorate) as a grassroots procuratorate established a first-ever IP office in Zhongguancun National Innovation Demonstration Zone famed as China's Silicon Valley. The IP office features three functions as of inspection, litigation as well as civil proceeding and administrative proceeding, and it adopts the "Integration of Investigation and Litigation" case-handling mechanism so as to handle IP cases more appropriately and efficiently.

In order to better prevent and combat IP violations, Haidian Procuratorate especially established an IP office. Qiu Zhiying, Deputy Director of the IP Office of Haidian Procuratorate, introduced that Haidian Procuratorate topped all Beijing procuratorates in IP case handling no matter in quantity or quality. The "Integration of Investigation and Litigation" mechanism targets to assign a prosecutor to handle a case from the beginning to the end, which could help relevant officials to investigate the case timely. In addition, if an enterprise is not satisfied with the result of the civil litigation, it can directly raise an opposition application to the IP office of Haidian Procuratorate to safeguard its rights.

To serve economic development, an IPR protection station was also established under the IP office. The procuratorate liaison system was thus proposed to ensure a direct communication between the procuratorate and enterprises via a fast-tracked channel. All efforts were aimed to help enterprises get legal assistance at the first place.
