In order to fully implement the instructions of the CPC Central Committee and the State Council on strengthening IPR enforcement, accelerate the construction of patent administrative enforcement system, establish a sound long-term mechanism for patent administrative enforcement, improve the national IPR enforcement capacity and advance the economic and social development, the State Intellectual Property Office (SIPO) formulated the following decisions.

I. Accelerating the construction of patent administrative enforcement system

1. To formulate and perfect the laws and regulations on patent protection
2. To enhance the responsibility system on patent administrative enforcement
3. To establish a supervision system on patent administrative enforcement
4. To Establish a supervision system on hearing patent administrative enforcement cases
5. Establishing an appraisal system on carrying out patent administrative enforcement
6. Perfecting the information submission and publicity system on patent administrative enforcement
7. To develop a rewarding system for IPR complaints filing

II. Perfecting the working mechanism for patent administrative enforcement

8. To innovate the working mechanism for administrative mediation of patent disputes
9. To perfect the collaborating mechanism for patent administrative enforcement
10. To improve the incentive mechanism for patent administrative enforcement
11. To build a social evaluation and inspection system for IPR protection
12. To establish an assistance and service mechanism for major IP projects
13. To deepen the key contact mechanism for patent protection

III. Strengthening the capacity building of patent administrative enforcement

14. To strengthen the establishment of patent administrative enforcement teams
15. To improve the professional competence of patent administrative enforcement personnel
16. To improve the working conditions of patent administrative enforcement
17. To strengthen the informatization construction of patent administrative enforcement
18. To strengthen the platform construction for IP complaints and assistance.
