GAPP tackled over three thousand IP cases

As of June 2011, administrations of press and publication as well as copyright management departments at all levels had cracked 3,381 IP crimes, involving 283 million yuan. Criminals in 2,696 cases were imposed administrative penalty, 179 cases were transferred to judicial organs, 1,548 illegal sites were destroyed and about 3 million articles were confiscated.

Since the launch of the special campaign on combating IPR theft and counterfeiting from October 2010 to June 2011, the General Administration of Press and Publication (GAPP) (the National Copyright Administration) has achieved remarkable accomplishments in fighting against infringement and promoting the use of legitimate software.

In order to eliminate pirated materials, the authorities have dispatched law enforcement officials for 223,822 person-times, inspected 79,252 enterprises running printing and copying business, imposed administrative penalty on criminals in 402 cases, transferred 17 cases to judicial organs, destroyed 134 unlawful sites and confiscated 1.33 million copies of illegal printings.

In a bid to enhance the supervision over publication market, the authorities have dispatched enforcement officials for 467,738 person times, checked 255,668 business entities including book stores, software markets, audiovisual products shops, imposed administrative penalty on lawbreakers in 1,215 cases, transferred 146 cases to judicial organs, destroyed 529 illegal production places, closed 6,194 illegal stalls, confiscated over 12 million pirated products.

Three administrations including copyright, public security, information and technology have tackled IPR crimes over the Internet, investigating 1,148 cases, imposing administrative penalty on criminals in 466 cases and transferring 36 cases to judicial organs.

As of June 2011, of all the 63 serious and major cases, 19 have been concluded by courts and 2 were under investigation; 7 cases were being handled by the Procuratorate. The Public Security Organs are working on 13 cases now and the administrative departments have already imposed punishment on lawbreakers in 11 cases.

All central government departments have spent 162.83 million yuan on 218,527 sets of authorized software; while it cost local governments 283.7 million yuan on 291,141 sets of legitimate software.
